In 1964, People, Inc. in Abingdon was started, becoming Virginia's first CAA and the first agency east of the Mississippi River. The Virginia Community Action Partnership is now composed of 26 local area agencies and 3 statewide agencies. These 29 agencies provide various services throughout the Commonwealth.
